What is Pradhan Mantri Awas Yojana Arunachal Pradesh?
The government of India's Pradhan Mantri Awas Yojana is a socioeconomic housing initiative to provide shelter for everyone by the year 2024. The scheme was launched in June 2015 by Prime Minister Narendra Modi. PMAY continues the earlier plan Jawaharlal Nehru National Urban Renewal Mission (JnNURM), initiated in 2005.
The central government provides 90:10 financing for the program. The scheme focuses on building infrastructure for affordable housing and has five key objectives.
These are: -
(i) Increased focus on rural areas;
(ii) Provision of adequate housing stock for the Economically Weaker Section (EWS) and Low-Income Groups (LIG);
(iii) Affordable housing for middle- and low-income households through a funding pattern that is 80:10 in rural areas and 90:10 in urban areas;
(iv) Increased creativity and innovation in implementation by taking advantage of new technologies such as 3D modeling and Virtual Reality; and
(v) Enhanced focus on skill development and entrepreneurship in the housing sector.
PMAY Arunachal Pradesh
The Pradhan Mantri Awas Yojana (PMAY) for Arunachal Pradesh is being implemented by the Department of Rural Development and Department of Urban Development. The overall implementation of the scheme has been assigned to the State level Project Management Unit (SPMU), headed by an Executive Director and a Chief Executive Officer.
The State Level Project Management Unit has been functioning since May 2018 at Bamboo Path, Itanagar, intending to provide housing for all by 2024. Apart from the SPMU, there are five SPHUs (one in the Urban sector, Rural EWS, Rural LIG, Rural Vanbandhu, and Rural Slum and Shiksha). The SPMU works under the overall supervision of the State Mission Director (Housing) and is responsible for effectively implementing the PMAY.
Objectives of PMAY Arunachal Pradesh
The key objectives of the Pradhan Mantri Awas Yojana in Arunachal Pradesh are to provide access to adequate housing stock for the Economically Weaker Section (EWS) and Low Income Groups (LIG) households; promote affordable housing for middle and low-income groups; provide for self-financing of housing projects through housing loans by the provision of subsidy for interest on housing loans up to 3.00% for SC/ST and up to 3.50% for middle-income groups; use of modern technology like 3D modeling and virtual reality for the planning of projects; and provide skill development and entrepreneurship to the housing sector.

Implementation Plan of PMAY in Arunachal Pradesh
The Pradhan Mantri Awas Yojana implementation in Arunachal Pradesh has four years, from 2018 to 2022. The implementation details are as follows:- The year 2018: This year is crucial in setting the momentum for effective implementation. It is the year when all partners are expected to come together and launch the Mission in earnest.
This year, the State and Central Government will also be finalizing modalities related to incentives and other schemes/programs which are expected to be part of the Mission. The State Mission Director and State Level Project Management Unit will implement the PMAY through the Rural Development Department, the Urban Development Department, the Rural Housing and Rural Tourism Department, and the Rural Development and Panchayat Department. 2019: This year is expected to see more incredible momentum in the Mission.
The focus will be on ensuring effective monitoring and timely completion of Mission activities. It is expected that the Mission will start delivering at the household level and begin to transform people's lives.
2020 is expected to be critical in assessing the Mission's progress. Based on the progress of the Mission, the State Government will need to submit a revised Action Plan for 2020-2022.
2021 will be the last year of the Mission. It will be the time to review the progress of the Mission and for taking stock of the benefits that the Mission has brought to the people of the State. This year's focus will be on leveraging the help of the Mission and ensuring that the benefits reach the targeted sections of society.
2022 is the last year of the Mission. It will be the time to bid goodbye to the Mission with a feeling of satisfaction that it has been a success.
The choice of recipients is not limited by industry or area. The States/UTs will choose the beneficiaries based on the Socioeconomic and Caste Census (SECC) 2011 data and the Slum Census 2017.
Beneficiaries of the RWH component under the PMAY (U) will be identified through the Socio-Economic and Caste Census (SECC) Data. The PMAY (R) beneficiaries will be identified through the Slum Census Data. -
Beneficiaries of the PMAY (U) in the rural areas will be selected in two stages. In the first stage, the Gram Panchayat/Village Planning Committee will identify the beneficiaries for connecting their households to the RWH. In the second stage, the SECC data of the Gram Panchayat/Village will be used to select the RWH beneficiaries.
Both the PMAY(U) and PMAY(R) beneficiaries in the urban areas will be selected through the Slum Census Data. - Beneficiaries under the PMAY(U) and PMAY(R) will be selected based on the family size and entitled to receive financial assistance of up to Rs. 2 lakhs.
The key feature of the scheme
The Pradhan Mantri Awas Yojana (PMAY) initiative in Arunachal Pradesh has the following characteristics. - The States/UTs will determine the recipients based on the Socioeconomic and Caste Census (SECC) 2011 data and the Slum Census 2017 data.
EWS/LIG: Beneficiaries with a family size of 4, with a monthly income less than or equal to Rs. 15,000 per month and assets less than or equal to Rs. 90,000 will be eligible for assistance of Rs. 30,000/-.
MIG: Beneficiaries with a family size of 5, with a monthly income less than or equal to Rs. 15,000 per month and assets less than or equal to Rs. 1 lakh will be eligible for an assistance of Rs. 35,000/-.
HIG: Beneficiaries with a family size of 6, with a monthly income less than or equal to Rs. 15,000 per month and assets less than or equal to Rs. 2 lakh will be eligible for an assistance of Rs. 40,000/-.
